The magic number is TWO.

The All Sport is set up to follow NHL Hockey’s Rule 26 – Delayed Penalties. This rule regulates the amount of players that can serve a penalty at one time. If a third player of any team is penalized while two players of the same team are serving penalties, the penalty time of the third player will not commence until the penalty time for one of the two original players penalized has elapsed.

So, if a team gets a third penalty, the All Sport knows that one of the first two players needs to complete their time before the next can serve.
